List Device Expense Categories

The expense categories the employee may suggest (ZR-11): the ACTIVE ones of the paired company, id and name only, by code. Send an id back as category_id on the upload or the card pick. Nothing of another company is ever listed. Its own rate-limit bucket at the status limit (DEVICE_STATUS_RATE_LIMIT); the 401s of every device route.
