Reverse Gl Reserve Allocation

Release the allocation back to retained earnings — accountant (or admin).

Books through the journal reversal path (Dr reserve / Cr retained earnings — the appropriation negated); re-allocation for the (fiscal year, kind) becomes possible. 409 when already reversed; 422 on a closed posting period; 404 on an unknown allocation.
