List Token Purchases
List one payer's token purchases, newest first, with the remaining balance (admin).
Purchases are the overflow buffer spent after the weekly subscription allowance, so the balance here is what stands between this payer and a hard stop once their window is exhausted. Recording a new one is the POST on the same path.
