Find a pull request by provider number.

Resolves a single pull request by its repo-scoped provider number (e.g. GitHub PR #42) within the route orgId. Both repositoryId and pullRequestNumber are required because PR numbers are only unique within a repository. Returns the resolved PR detail row so the frontend can inject it into the inbox without a separate lookup round-trip.
