Silent background location update (fire-and-forget)

Record the user's current device location for planning purposes.

Returns 204 No Content — the mobile client does not need to await a body. The last_location fields are used by resolve_planning_location as a secondary planning origin when the user is far from home.

Requires DEVICE_LOCATION consent (EXPLICIT tier). Returns 403 if not granted — the mobile client should guide the user to the privacy settings.
