Agent payment pre-check — one verdict before paying an XRPL address (x402, $0.03 USDC on Base or RLUSD on XRPL)
Before an agent pays an XRPL address: a verdict (block / caution / proceed) by fixed published rules, with the destination's XRPLScore, a sanctions screen against every list held (anchored receipt, verify at /api/attest/verify), account age and ledger flags, and wouldFail when the ledger would reject the payment as described (missing destination tag, Deposit Authorization, no RLUSD trust line, unfunded account). The rules are returned in every response. Not advice; 'proceed' only means no rule fired. No signup.
