Intelligence Early Access

Public -- the landing page's "Request Early Access" form posts here. Reuses api/feedback.py's existing feedback table (type= "intelligence_early_access") rather than a new bespoke table -- same insert-then-notify-admin shape that module already has, just a different type value so admin.html can list these separately (see GET /feedback/list's optional type filter).
