Create Site

Create (or return existing) site in the caller's ACTIVE org.

The active org comes from X-Org-Id (web) / org_id (MCP-CLI), same as list_sites — membership-validated, falling back to the default org. Brands created while a team org is selected must land in that org, not the personal one.
