Get Paperform deletion banner state for a cohort

Returns the banner state for the cohort Participants tab. Surfaces form_submissions that the daily sweep has soft-deleted within the last 7 days, excluding rows classified as routine test-submission cleanup (submission lived less than 24 hours and was never processed).

shouldShow is true when there are matching deletions AND at least one of them is newer than the user's last dismissal for this cohort.
