Dismiss the Paperform deletion banner for the current user

Marks the banner as dismissed for the authenticated user and cohort. Dismissal is stored in user_preferences under the key paperform_deletions_banner_dismissed_{cohortId}. The banner reappears automatically when the daily sweep detects a new deletion after this dismissal point.
