Advance/retreat/jump to a section (AC3 + AC5)

Updates current_section_index on the session. Before updating, elapsed time in the prior section is added to section_time_seconds (AC5 cumulative behavior across nav-away-and-back).

Per Decision A2 (auto-story 2026-05-14), AC3 push-to-participants is deferred — this endpoint persists state and emits a Node domain event, but does not push to participant sockets in this story.
