Issue metal card (external invoice)

Issues a metal card for the specified user and sends it to the provided address. This method has to be used in conjunction with Create invoice for external payment api. When the invoice is settled, use this api to issue the card.

Courier service that should be used to deliver the card

Name that should be printed on the card

payment_transaction_hashstring

Transaction hash in bounds of which the card issuance fees were paid (<span style="color:red">MUST</span> be provided in case order/delivery fees are in place)
