Moderators only (profiles.is_moderator). The queue's rules, refused out loud with EXCHANGE_PAIR_NOT_ALLOWED: both must be accounts with current consent and a verified phone number, neither in an exchange, not blocking each other (by account or phone number), never paired before, and each allowed by the other's safety settings. locale defaults to the language either of them queued in.
