Registers an existing item of this project, and its whole subtree, as a global section named name (1-191 characters). The item must already live on a page of this project; otherwise the call returns 404 PAGE_NOT_FOUND and nothing is created. Promoting an item that is already a section of this project renames it.

This does not change any page content or publish anything: it only marks the subtree as shared. The response returns the section with its usages and live items, in the same shape as the list.
