Stop tracking a Factory Branch

Requires Factory view plus source.apply. Retirement blocks future execution boundaries without deleting the Git head, cancelling already-loaded work, or deleting production resources. Repeated authorized deletion, including after purge, returns 204. Requires factory_branches.
