Api Outreach Unsubscribe

Unsubscribe an outreach recipient. Requires token.

POST only: the confirmation page's button and mailbox one-click (List-Unsubscribe-Post: List-Unsubscribe=One-Click, RFC 8058) both land here. Idempotent. Suppression is persisted and any queued research follow-up for the address is cancelled in the same transaction.
