Top H-1B employers by initial approvals

Returns H-1B visa sponsorship data grouped by employer. Filter by state (2-letter code), fiscal_year (e.g. 2023), or partial employer name. Defaults to the most recent fiscal year; pass all_time=1 for totals across every fiscal year held, which are labelled with fiscal_year_from..fiscal_year. Coverage is reported in the X-H1B-Coverage-First/Last response headers, so an empty result outside that range is distinguishable from an employer with no petitions. H-1B visa holders should cross-reference this endpoint with /api/records to check their employer's layoff history.
