React to a chat message

Adds an emoji reaction to a message; an API key reacts as its owner. emoji must be exactly one emoji — skin tones, flags, keycaps and sequences such as 👩🏽‍💻 included; text or several emoji return 400. Adding a reaction that already exists changes nothing.
