Get system email templates

Returns every canonical system email template registered for a use_case (e.g. intro_request, sales, recruiting). Each template carries an audience stamp ('warm' = asks a mutual for an intro, 'cold_referral' = emails the target naming the mutual, 'cold' = pure direct); copy templates verbatim into submit_plan steps INCLUDING their name, use_case, and audience, and copy every set the use_case ships — the runtime journey needs all of them, whichever outreach_approach was chosen. A follow-up subject of '-' means it rides the thread; keep it. Part of the project-planning flow — the plan_a_project prompt orchestrates create_project → get_planner_skills → get_email_template → submit_plan; start there when the user wants to run outreach.
