Optional self-serve catalog credential

Optional accountless anonymous registration. Public catalog reads work without it. Returns a short-lived assertion, not an API access token. Exchange once at /oauth/token using the documented JWT bearer grant; catalog:read only. No buyer, signup, manual review or scope upgrade. GET/HEAD on this URL returns the registration descriptor.
