Optional self-serve catalog credential

Optional accountless anonymous registration. Public catalog reads work without it. Returns a short-lived assertion, not an API access token. Exchange once at /oauth/token using the documented JWT bearer grant; catalog:read only. No buyer, signup, manual review or scope upgrade. GET/HEAD on this URL returns the registration descriptor. Compatible address for /oauth/identity; the same validation, rate budgets, assertion and token exchange apply. Optional trailing slash is accepted without a redirect.
