Create Agent Primitive

Adds a manual agent. Owners: send owner_ids, the user ids of the owners, primary first. The legacy owner_id is still accepted. Sent alone, a user id makes that user the only owner, and any other text is stored as is as a free-text owner (owner_ids stays empty). Sent with owner_ids, owner_id must be a user id; it becomes the primary owner and is moved to the front. An agent can have at most 50 owners. Requires role: Admin
