Twilio Softphone Twiml

The TwiML App's Voice URL: fired when an operator's browser (WebRTC) leg connects. The dcid rides the SDK's connect() params (form body, so it is inside Twilio's signature), and the service consumes the matching browser-call reservation — one-shot, identity-matched, freshness-bounded — before returning TwiML that dials the server-stored target. Any failed check ⇒ hang up, never dial.
