Update Stale Alarm Alert

Field-specific write, same reasoning as update_slow_triage_target. 0 turns the alert off; null reverts to the server default.

stale_alarm_alert_minutesinteger nullable required

Post to Slack when an alarm has waited in the queue this many minutes. 0 turns the alert off; null reverts to the server default.

default_minutesinteger required

What applies when stale_alarm_alert_minutes is null (SLACK_STALE_ALARM_MINUTES, else 5).

effective_minutesinteger required

The threshold the sweep uses right now. 0 = alert off.

slack_configuredboolean required

Whether SLACK_STALE_ALARM_WEBHOOK_URL (#monitoring-alerts) is set. False = nothing posts whatever the threshold.
