Manual Voice Down

Operator Talk Down: play the deterrent clip on this event's camera-mapped speakers, now.

Same resolution and delivery path as the agent, audited as an agent_actions row with actor=operator. No observation window and no disposition — the event stays exactly where it is in the queue and the operator keeps watching. A failed attempt is audited too, then surfaces as a 502.
