Get Camera Alarm Volume

Per camera, how many alarms reached the operator queue in the last 24h and 7d: the Masking zones tab sorts sites and cameras by it so the noisiest cameras get masked first.

Readable by whoever may edit masks (the decision it serves), over that caller's tenant scope only; the scope is the service's sole tenant filter. The fleet-wide equivalent is GET /logs/summary, which is diagnostics-only.
