Email a fresh API key to an address (passwordless funnel)

Create a passwordless account and EMAIL its API key.

The funnel the rate-limit 429 points agents to. The key is delivered only by email — never in this response — so an agent calling on a user's behalf never sees the secret, and the endpoint can't be scraped for live keys.
