Preview Location Import

Describe what importing this file would do — row validation plus the net_new / stale / changed split — without writing anything. Requires a column_map JSON string mapping system field names to file headers.

Side effect: the submitted column_map is persisted to system_settings so it becomes the default mapping on the next import.
