Get Overview Impact Summary

Org-wide scale stats for the Overview band — messages delivered + experiments running over the window. population_in_range scopes the Effort stats to contacts who signed up in the displayed range (the reference-population toggle). Rate-limited per (org, user); the Overview drives it on every mount and window change.
