Integrations Sync Contacts Now

Enqueue an on-demand contact sync for one integration.

Returns 202 with the arq job_id so the UI can poll progress. The _job_id is deterministic (sync_contacts_manual:{id}) so duplicate clicks collapse at the queue level instead of spawning parallel runs. The per-integration xact lock shared with the cron path serialises anything that does slip through.
