Get Strategy Work

The strategy-scoped projection — the one an agent should call.

Answers for a strategy with NO work session at all: session_id is null and every other field is computed from the artifacts, backtests and experiments that do (or do not) exist. That is the honest "not started" answer, derived from queries that ran — the case the CLI and MCP surfaces most need and the one that must never be a 404 (spec 20 §2.4 N1).
