Get Strategy Work Session Ownership

The session-scoped first-session ownership projection.

ui_state is the CALLING principal's, never the org's (spec 20 §9 A-4): an API key is a distinct principal from the web user, so cards a person dismissed in the browser read as undismissed here. An OAuth token minted by keel auth login carries the user's own principal and sees the same UI state the browser does.
