Get First Week

The consent page's first-week line (connect-onboarding §1.4).

Authenticated with the user's normal session. eligible is platform_auth.welcome.welcome_eligibility -- the ONE rule authorize-complete grants on -- so the page never promises a grant the consent will not write. Never a 5xx into the page: any internal failure answers eligible: false (and a malformed id is simply not eligible).
