Fund letter document

Distribution rules: public_record and fund_published letters serve the full document; third_party letters return 403 document_not_distributable with a sourceUrl hint. EDGAR-sourced letters redirect to the EDGAR primary document. ?sha= retrieves a superseded source variant's markdown so historical anchors always verify — only when the canonical letter's distribution permits document serving.
