Get TikTok creator info

Reads what TikTok allows this creator to publish now: the privacy levels to offer as meta.privacy_level, whether comments, duets and stitches are off, and the longest video allowed. A creator TikTok does not let post right now comes back with can_post: false. Successful answers are kept for 5 minutes. This endpoint also counts against a limit of 60 requests per minute per user, shared with the other Pinterest, Discord and TikTok lookup endpoints and with the same user's channel lookups in the TryPost app.
