Public Anonymous Rate Limit Status

Check whether the caller's IP is currently rate-limited for anonymous ad generation.

Authentication: Requires X-Public-Token header (not user JWT).

Returns: - is_limited: whether the IP has already used its daily generation - remaining: number of generations left (0 or 1) - retry_after_seconds: seconds until the limit resets (null if not limited)
