Create Lite Empty Website

Create an empty website for authenticated lite users. Also creates a CompanyProfile with BRAND_ASSETS_VERIFIED status.

Authentication: Requires user JWT (not public token).

Creates a website in Saphire AND a SaphireWebsite record in the database. Also creates a CompanyProfile to allow ad generation flow to work. Idempotent - returns existing website if one exists for this user.
