Update file metadata (starred · description · tags)

Each call accepts any subset of the three keys. Tags are normalised server-side: lowercased, trimmed, de-duplicated, empties dropped. Description capped at 2 000 chars; empty string clears. Max 16 tags × 32 chars each.
