Get Cloudwatch Cfn Template

Download the CloudWatch onboarding CloudFormation template, pre-filled.

Fetches the published base template and injects the caller's ExternalId (traversal:<org-id>) and Traversal's TraversalAWSAccountId as parameter defaults, so the customer can deploy it without supplying any arguments.

Permissions: org member, org setup user, or org admin.
