List the tools an MCP integration's server exposes.

Opens a live connection to the configured MCP server and returns the discovered tool catalog. Each call hits the server — no server-side cache. Dynamic MCP tools are loaded through agent-side tool_search; this endpoint is read-only discovery for setup/debugging UI.

Permissions: org member, org setup user, or org admin of the owning org.

Returns HTTP 404 if the instance does not exist in the caller's org. Returns HTTP 422 if the instance is not an MCP integration. Returns HTTP 502 if the MCP server cannot be reached or list_tools fails.
