Create Private Chat

Open a new private chat on this worker with its first message.

The path's worker_id is the parent; the response's worker_id is the chat. Sends into the chat named by chat_id, opening it if needed: a retry with the same message_id dedupes, while a new message_id is a second message in that chat. Later messages go through POST /worker/{worker_id}/messages with the returned worker_id.
