Set Ceiling
Set an organization's ceiling for one resource kind, creating or replacing it.
Platform admin only. The path names one ceiling and the write replaces its value outright, so repeating the same call changes nothing further. Returns no body: the platform-admin API contract defines no response shape for this write.
