Delete Benchmark Spec

Delete a benchmark, all of its tasks and cascading task metadata, its benchmark and env-eval result rows. Shared grader/tool definitions, pipeline execution metadata, and GCS artifacts are preserved; re-ingested benchmark snapshots may still reference those artifacts.
