Edit the bill header

Send only the fields to change. Each must be editable in the bill's current state, as in the app: the amount and vendor only while it's a draft (an approver signed off on both), a paid bill only takes accounting corrections, a recurring bill's dates are fixed, and a locked bill takes nothing. Property and category are set per line item, not on the bill. Referenced ids must belong to the account.
