Unarchive the bill

As the app's Unarchive. The bill is editable again and back in default lists; an approval cancelled by archiving is not restarted. Idempotent: unarchiving a bill that isn't archived returns it unchanged. Sends the bill.restored webhook. Needs the role's Bills Archive permission.
