Get Editing Project By Cell

Single-row lookup: is there an active from-cell editing project for this exact (project, row, cell, source image) tuple owned by the caller's scope? Drives the frontend's "reopen instead of recreate" flow — without this, clicking Edit on a cell that already has an in-flight editing project mints a fresh project every time and the prior edit history is orphaned.

Returns the same response shape as GET /projects/{id}. 404 when no active project exists for the tuple (caller should fall through to POST /projects/from-cell).
