Incident Session Debug

Return a read-only Session Debug snapshot scoped to one incident conversation.

This endpoint lets Codex incident runners inspect the exact conversation transcript without granting the GitHub/AWS incident role direct prod DB or Secrets Manager access. It accepts only the incident callback token and only for conversation IDs already embedded in that incident signal.
