Discover Sources

Discover configured data sources matching a natural language query.

Provider capabilities are useful only after the corresponding data_sources row exists. Returning bare source_type values caused agents to attempt job creation without a UUID and then improvise around 400s. Include source_id when configured, and suppress unconfigured capabilities so "no sources" is unambiguous.
