Get Skill Statistics

Per-skill invocation totals for unused-skill audits.

Returns all skills (or only non-zero skills) ranked by total calls in the window. For each skill: total_calls, daily_avg, active_agents (distinct callers), last_invoked_at. Skills with zero calls sort to the end and are the candidates for retirement.
