Users whose try-on was refused by the provider (content_policy) in [since, until), for the sales/growth recall mail (ev-e7d15be9).

succeeded_after = any successful generation after their last refusal, at any time, so the recall can skip people who already got a result. Marketing opt-outs and pending account deletions are always excluded (counted in excluded), internal domains unless include_internal.
